Nové tendry jsou pravidelně zveřejňovány a na začátku je vždy pětidenní lhůta, v jejímž průběhu mohou společnosti dávat své nabídky. Nabídka je cena, za kterou je společnost schopna nebo ochotna naplnit daný tendr. Nabídky zůstávají utajené a mohou být změněny nebo zrušeny kdykoli před uplynutím pětidenní lhůty. Společnost s nejnižší nabídkou vyhrává, samozřejmě, vláda chce ušetřit peníze. Pouze společnosti úrovně 20+ mohou dávat nabídky. V úvahu se také bere hodnota společnosti při posuzování, jestli budete schopni tendr naplnit. Stále se můžete účastnit jako subdodavatel, když je vaše úroveň příliš nízká.

The company that is selected because it is the lowest bidder needs to put down a security deposit.
