Your HR deparment continously department continuously scans for candidates, you can see them in the candidate section and decide whether you want to hire one of them. There is a chance of a new candidate appearing every tick.

Each trader starts with randomized skills in 3 areas: trading, management and productivity. Make sure you assign your trader to market or a building. Only traders that are assigned are gaining experience. There is a chance each tick of the trader getting exprience experience based on the position they are assigned to and the trader talent.
Make sure to visit your trader's screen at least once a day to aplly apply gained XP to the skill you wish your trader to improve.
